Cover to San Francisco. Cover has special 70 centimes rate, Red “2” (2
cents to be credited to US), Red boxed “PD” which meant Paid to
Destination. Also Red London Paid (see m/s via Angleterre), black
Neuilly sur Seine cds and Red “SAN FRANCISCO” paid stamp. |

Notes:
With the expiration of the US-France Postal
Convention effective 1 January 1870: "By imperial decree of 22 December
1869 and 31 January 1870, a rate of 70 centimes per 10 grams was set for
letters posted in France addressed to the United States and sent via
England. Prepayment of this rate was compulsory, and it became effective
on 1 January 1870. Great Britain forwarded these letters to the United
States under terms of the United States - British convention of 7-24
1868, and credited the United States with 2¢ per half ounce." [History
