Contents: In Swedish: Announcement from the King concerning
a restriction to the right of soldiers to surrender their lifetime
allowance (a minimal subsistence payment paid out to professional
soldiers while not on active service) in order to get it all at once (a
lump sum pay-out). Soldiers were previously allowed to get all of their
lifetime allowances in three to four years in order to build a home in
their home village. But there has been problem with drunk soldiers
harassing people in the villages and begging. Now soldiers will need a
note from a judge saying that they have relatives that are willing and
able to provide for them until they die, or if they are foreign and want
to return to their country of birth that they have evidence that they
will leave the country soon and that they have a passport.
